• Under 20 years of age @ 1st January 2017 – Must be an Australian citizen or permanent resident.
• Over 20 years of age @ 1st January 2017 – Must be Australian citizen or permanent resident and must not have completed any qualification higher than certificate I.
• Must not have commenced, or be scheduled to commence, more than two Victorian Government subsidised courses in 2017 (excluding courses in the Foundation Skills category); and must not be currently enrolled in two or more.
• Victorian Government subsidised courses (excluding courses in the Foundation Skills category).
